[Android-development] Compatible devices issue with Debug vs Release mode

I'm testing with Kindle Fire HD 7 2nd gen, which runs an Android based 
on 4.0.3, API 15.

I have Minimum required SDK: 15

For some odd reason when I do a debug build, the device appears in the 
Incompatible devices list and I can't install and run it.

But when I use release build configuration, the tablet is moved to 
Compatible devices and I can successfully install and run.

The Fire Table appears in the device list as "KFTT, API Level of device 
is: 15."

Puzzled again,
