[Android-development] App don't requests permission WRITE_EXTERNAL_STORAGE at runtime

[Maxim]

Target API and test device is level 23, WRITE_EXTERNAL_STORAGE added to
manifest, but not requested by app at runtime (system permission dialog is
not popping up)
when im trying to copy something to "/storage/emulated/0/mydir" via
QFile::copy (QFile::copy just silently return false)
