Somewhat.

The tools were in tools/ in Qt 4.x, which is now the qttools repository. 
Moving to qtbase is, in my mind, "move to src/tools", which is where the 
bootstrapped tools are.

It's not necessary to bootstrap those tools. Given what Ossi said, I think we 
shouldn't do it for the linguist tools. However, I'd like to see it done for 
the D-Bus ones.
