[Development] Code of conduct.

[BRM]

I have not yet become a contributor (hope to in the future once I can find time), but I 100% agree.

At the very least, it will give something to point to when it comes to working with forum and list administrators when the rare occurrence requires a process to rebuke or remove people.

I'd certainly like to know what the current contributors think about this proposal.
