[Development] Proposing Björn Breitmeyer as maintainer for Windows Embedded

Hello,

I would like to propose Björn Breitmeyer from KDAB as maintainer for Windows Embedded Compact 7.

Björn has a long history with Qt and embedded, and works at KDAB's Berlin office. He specializes in Qt platform integration and performance improvements on embedded systems and has been contributing to making Qt better on a variety of embedded platforms, included Windows Embedded Compact 7 which has been a focal point of his work.

Björn, Andreas Holzammer (also from KDAB) and Janne Anttila (from Digia) have been recently working with getting WEC7 working again with the Qt 5.1 as well as making it run in the CI system. Currently WEC7 has been regarded as 'Tier 2' for Qt 5 – it has been possible to make it work quite easily with a few patches. I hope that Björn and others are able to get WEC7 running out of the box already for Qt 5.1, since most of the needed parts are already in place.
