For bug fixes depends on both the nature of the bug and the kind of
fix you have:
- "ordinary" fixes should go do stable
- fixes that require major reworkings etc. to dev
- fixes that are release critical (either for a pending release or
should trigger an immediate new release) should go to release after
coordinating with the releasing/security/etc. teams.
