[Development] CI will update to VS2012 SP4

Hi all

The CI is using VS2012 SP2 currently. We will start updating them to SP4 next week.

Any objections?

Also VS2013 will be installed on the Win 8 machines. One configuration will be either changed to that or a new one will be created to cover it.
