[Development] Proposing Bogdan Vatra as approver

Hi,

I'd like to propose BogDan Vatra for approver status.

BogDan is the main author of the Android-port of Qt 4.8, called 
"Necessitas". He is now porting his work to Qt 5 and he has graciously 
agreed to contribute the code to the Qt Project to serve as the basis of 
the official Android-port of Qt 5.
