[Development] Hebrew and Qt5

Hello,

I would like to submit an updated Hebraic translation of Qt 4.x and I
would also like to know how to adjust/update the translation to Qt 5.x.

I am working in coordination with a KDE-IL translator named Diego
Iastrubni.

Details on attached files

1) Translation sent to me by Diego (qt_he.ts.origin.gz).
2) Translation with simple completions and corrections
   that were discussed with Diego and was not yet
   approved by him (qt_he.ts.gz).
3) Diff file which was sent to Diego to have an easy
   display of changes (qt_he.ts.diff.gz).

Hebrew translations should be approved by Mr. Diego Iastrubni.
