What makes it official ? Has this been discussed ?

I do agree with you that cmake has caught some problems and that you 
have put lots of effort in maintaining it, but I am not quite sure 
that's enough to make it official.

If we want to make it official (and blocking in CI and stopping a 
release), then it should be publicly discussed IMHO.
