add a ping comment to the relevant changes (one per contributor,
making a note that the other changes should be checked as well),
mentioning that the changes will be forcibly abandoned soon unless there
is credible commitment to finishing them soon.
if nothing happens within a few weeks, ask me to take "administrative
action". as with your own changes, for now leave everything alone which
you have an interest in getting finished at some point, so we can
"defer" it later (deferred deferral :D).
