[Development] dev snapshots idea

Umm... don't know. Compiling Qt on Linux is easy for me. I really hate to do it on Windows. But even there I see it as good opportunity 
to understand more of Qt and its dependencies. I notice changes in command line parameters early. I discover bugs, which might only happen
with my toolchain and configuration, and which might go unnoticed otherwise and make it into the final. Using snapshots is like using a distribution's package. Easy to use. Perfect for the average user. But for a developer, who focuses on using Qt, it is (IMHO) a questionable shortcut. 

And the biggest problem... even now there are constantly questions when a final comes out: 'Where is the binary package for <arbitrary system/toolchain>'. There would not only have to be one snapshot, but snapshots for all kind of systems. Quite some work... which (again IMHO) should the devs better put in improving the system.
