[Development] Python required to build Qt from source packages

We went through great pains to make sure that Perl wasn't required to build Qt 
from released sources, but it looks like a dependency on Python crept back in, 
for a single file (RegExpJitTables.h in qtdeclarative/src/qml).

Can we commit the generated file to the repository, or generate it during 
packaging?
