[Development] Text to Speech classes (tts)

Hi,

I recently worked on a few small classes that wrap native TTS frameworks (for 
now SAPI5 on Windows, the Cocoa API on Mac, speech-dispatcher on Linux and the 
native Android tts framework).

Since I have the very basics working on all platforms mentioned above I'd 
thought it's a good time to create a playground repo and put the code there.

So this is a request for a repository, playground/qspeech (?). And I'm also 
open for a name for the repo and "module".

Currently it's a self contained C++ only module (QT += speech).
