[Development] "Use system proxies" compile option meaning

I'm reviewing the compile options I'm using while packaging Qt and I have 
found this particular one, -system-proxies, which I don't clearly understand:

- Is it used to respect system proxies in the final result?
- Is it used to respect system proxies when testing QtNetwork?
- A mix of both?

By the way, I can find the option in Qt4's doc [0], but not in Qt5's [1]. 
Should I file a bug?
