The first step here is, from your friendly packagers POV, the QPA
API's.

One thing is that we need to be very careful with combining the
components released by the Qt project, and that tooling
tools (from creator to gammaray) needs internal uses.

A completely different thing is the QPA bits. Having them real public
api would be great.
