[Development] Why is QQuickRectangle not exported in windows builds?

Because both cases are private API. You're not supposed to use any of those 
classes.

If you have a legitimate reason to need the class somewhere else inside Qt, 
you can submit the commit to change the export macro. Note I said your use 
needs to be inside Qt.
