Having recently worked on a few issues in the direct2d plugin, I can affirm that it is well-organized and of high overall quality. Louai is actively involved in many other graphics-related areas in Qt and is active in IRC and on the mailing lists. I also know from his personal background that he has been working with Qt since “before the Nokia days”. His approvership would be a valuable asset to the Qt Project.
