[Development] [Qt Installer] QtCreator as optional option

At least, you may later remove it via MaintanenceTool for every SDK
installed. If you want to be there only on copy of QtCreator, you may wish
to keep it for one of the SDKs (unfortunately, it will need you remember in
which SDK it resides for the later updates).
