[Development] ANGLE upgrade plans for 5.6/5.7

So for WEC angle is not build nor used. As on WEC Direct X would be
build with OpenGL ES2 and yeah angle then would do it the other way
around, so OpenGL ES2 is used in the first place. But what we do use is
the Windows OpenGL ES2 interface which was made for Angle, so that part
we need, but certainly not the library Angle.
