Sorry that I missed your question. We haven't created exact criteria for the blocker and I think we cannot even do it. But basic rule is that all bad regressions from previous release are blockers as well as critical bugs in new features (which are preventing users to use new feature). All P1 issues aren't a blocker but on the other hand we can see some p2 to be a blocker (but you can argue if priority is correct in those cases). New release shouldn't be worse that previous one.

Everyone can propose error to be a blocker and I + module maintainer will make the decision if that is the case or not. And of course we will accept some errors easier in the blocker list if there is long time for the release and when release is nearing we will be tighter all the time.

And you must remember that even if critical/important error isn't in the blocker list is should be fixed. But we won't delay the release because of that kind of issues. What comes to that one error: for me it seems it isn't a blocker; it has been there already in 5.5.1 but it would be really good to get it fixed
