My experience is different. It breaks the build and i do no pass -qt-sql-sqlite  to configure.
Afaik -qt-sql-sqlite  means use qt included sqlite and this is the default.
What do you mean defaults to plugin? The sqlite is used for the plugin. there is choice between qt provided sqlite 
and system provided sqlite, but for wince and windows there is no such a thing like system provided sqlite.
