[Development] Nominating James McDonnell for approver status

Hello,

I would like to propose the nomination of James McDonnell for approver status.
James works at QNX and has been actively contributing with the maintenance of
Qt on QNX. Apart from all the patches he submitted and general bugfixing,
he has also been a very good helping hand when it comes to testing pre-release
versions of Qt on QNX.
