[Development] Qt Network Maintainership Changes

I am hereby officially stepping down as co-maintainer as well; I was in 
fact not working any more on QtNetwork for quite some time already, 
because my day job does not really allow for it...

Feel free to ping me on IRC or add me to a code review and I might get 
back to you though.
