[Development] Gerrit down

Both gerrit and mailing lists should be running again.

It seems like there was a problem with DNS on the machine that runs the mail 
server and mailman. I don't know the exact details, but the machine has been 
fixed and also the backups have been tuned, so mails and gerrit should be 
rolling again.
There are still seven changes in a weird state, I'll clean these up now, but I 
don't want to risk creating a bigger mess, so it'll take a bit of time to 
fully understand which state they are in. Gerrit shows them in integrating 
state and the CI thinks they're done.
