[Development] Stepping down as widgets maintainers

Hi,

I think the proper time has passed, so congratulations to Richard to his new role. There were no objections towards the sub-maintainers neither, and Richard was part of creating that proposal, so I think those are then settled as well. Congratulations to all of you, and thanks for stepping up. The wiki and Maintainer list in gerrit has been adjusted accordingly.

And once again a big thank you to Marc for your efforts in maintaining Qt Widgets so far.
