[Development] Nominating Andras Mantia for approver

Howdy,

I would like to nominate Andras Mantia, a fellow colleague at KDAB, for
approver status. Andras has been a key contributor in the develpment of the
recently unveiled Qt3DStudio. His continuous involvement with the project and
deep understanding of the code makes his nomination very pertinent.
