[Development] MAINTAINERS: your action needed

Hi all,

There has been different ways of doing this. I some modules there has been that library one, some other the one we used at this time. Let's use that one; it is now in every changes file

Previously, we (e.g. in qtserialport module) had this:

My question is: do we need to modify this "Qt 5.9.2 Changes" header? :)
