[Development] Suggestion: switch binary builds to OpenSSL 1.1 in Qt 5.11

No, because we never had to tell people that it didn't work with a version 
that didn't exist at the time the docs were written. When support was added to 
5.10, we didn't update the docs.

But I have seen more than once in #qt channel that people install OpenSSL 1.1 
and then have problems.
