Most of the problems listed there are much too harmless to invoke the 
code of conduct about them and the "abuse" clause is too vague:

* Spammers of all kinds are generally not long time community members 
and will just disappear when you confront them. There is no point in 
designing an elaborate process for removing spam. That should just stay 
as it is.

* Offtopic and multi-posting is not a thing the Code of Conduct should 
cover. The Code of Conduct is for behavior that's actually hurtful to 
someone.

* Swearing is one of the things the Committee might handle with a 
private reprimand. This is sufficiently covered by the current proposal.

* Abusive behavior is what the code of conduct is actually about and 
that needs to be defined in more detail. Hence the more elaborate wording.
