[Development] QUIP 12: Code of Conduct

Hello! I've tried to provide Code of Conduct based on Arch Linux CoC,

Will try to send it to codereview later, feel free to do it instead of me
if it will be easier for you,
I'm going to spend some time to learn how to do it correctly
