[Development] Jira update/maintenance break

Hi,

it is time again to update Jira. This time we move from Jira 7.11.2 to 7.13.2. The number of new features is limited but as expected from most software releases, we have lots of fixes.

The update will happen on 30th April at 07:30 CEST. The maintenance break is expected to last 1 hour.
