[Development] Stepping down as moc maintainer.

Hi,

Officially, I am the maintainer of moc. However, in practice, I have not been 
doing much development on it in the last years. I even have conflict of 
interest since I maintain "competing" project[1].
I am not keeping up with my gerrit folder (not only moc though), and I don't 
see the time i can allocate to review increasing in the future, quite the opposite.
With Qt6 approaching, there are some expectations about new features and 
development, but these will be done by me. So in order to set expectation 
straight, it is better if I step down.

Therefore, I hereby resign as moc maintainer.
Can an admin please update the wiki, the jira components, and other sources.

I wish the best for Qt, and hope you make a great job with Qt6.
