Indeed. Builds for fuzzing can be done without it, but Google's oss-fuzz 
uses clang 12.0.0 with flag "-stdlib=libc++".

This works fine in 5.15. I don't know about 6.0 yet. I get build errors 
there, but I don't know if they're related to this.
