[Development] Commercial LTS Qt 5.15.4 released

Hi,

Most of the maintainers are also addressing issues in the commercial LTS releases, including also some who do not work for The Qt Company. So in that sense it is not completely off, but I do agree that announcing the commercial LTS releases via the announce list is probably enough.
