[Development] QtPositioning and QtLocation split

Hi all,

we have done the QtLocation and QtPositioning modules split. The rationale behind it is that we need to decouple QtPositioning packaging from QtLocation development.

QtPositioning module is already moved to its own repo - qt/qtpositioning.git, which can be cloned from https://codereview.qt-project.org/qt/qtpositioning
The init-repository script in the dev branch can also be used to set up the repo properly.

Please target all QtPositioning-related patches to the new repository.
