[Development] Nominating Axel Spoerl as approver

Axel is a very thorough and talented individual, and an extremely valuable member of the community.
Like others have mentioned, he is very brave when it comes to diving into rabbit holes.
In his time with the company, he has fixed an impressive number of bugs, and flaky tests,
while also having contributed with some nice new features to qt.
I think it's about time that we give him approver rights.
