[Development] Switching to SPDX license expressions

Hi,

just a heads-up, because we never announced this on this mailing list: 
we're in the process of switching Qt sources from traditional license 
headers to much more concise SPDX license expressions.

So far, the switch has been completed for qtbase and qttools.
