[Development] Failed to run configure.bat in qt/qt5 repository on Windows?

I use MSYS2 and use its MinGW64 (with GCC 13.1) and it can compile qtbase just 
fine. I don't compile other modules on Windows because it takes too long.

I'm going to switch soon to the UCRT64 build instead.
