[Development] Nominating Mats Honkamaa as an approver for the Qt Project

Mats is an excellent technical writer, and has previously contributed to both Qt 3D and Qt Creator.
He also provides useful feedback and suggestions as part of his reviews (see list at https://codereview.qt-project.org/q/reviewer:mats.honkamaa%2540qt.io).

(I have to admit I am absolutely baffled by the fact Mats isn't an approver already, I just always assumed he was.)
