[Development] Proposal to raise the minimum CMake version needed to build and use Qt 6.9

The flip-side of that is: can we bear to delay the upgrade to CMake 3.26
until Qt 6.10 (also still not LTS) and make do with CMake 3.25 for Qt
6.9 ?  If not, why not ?
