The maintenance break is now over.

Please note the following updates to the staging functionality:
-Staging is no longer allowed if the change results in no actual modifications (i.e., the tree object is identical).
-Staging will be rejected if the commit message contains extra spaces or line feeds after the Change-Id footer.
