[Development] Nominating Ville-Pekka Karhu as an approver for the Qt Project

Hi all,

I would like to nominate Ville-Pekka Karhu for approver rights in the Qt project.

Ville-Pekka has been working on the CI team and contributing provisioning changes and reviews since 2020.
I trust that he’ll use the approver status responsibly.
