[Development] Nominating Tero Heikkinen as an approver for the Qt Project

Hi all,

I would like to nominate Tero Heikkinen for approver rights in the Qt project.

Tero has been working in the CI team over two years, mainly contributing to provisioning and bringing in new platforms.
I trust that he’ll use the approver status responsibly.
