[Development] Question about the Support of Windows Server 2016

Fortunately, Windows Server and the regular 10 / 11 are practically the same 
when it comes to the Win32 API we must link to. So while we don't test Windows 
Server, the versions that match supported non-Server versions should "just 
work".
