[Development] Jira license issues

Hi,

we are currently having problems with our Jira license on bugreports.qt.io. The most notable problem is that it is not possible to create new issues. Users can still log in and work on (comment/transition/assign, etc.) existing issues. We are working with Atlassian to rectify the situation.
