[Development] CI Slowness – Identified Issue and Temporary Guidance

Hi all,

We've noticed that CI has been slower than usual over the past few days. The root cause has been identified: some Windows VMs are not acquiring an IP address immediately, causing them to hang for an extended period. While COIN's internal retry loop typically resolves the issue eventually, you might encounter integration failures with the message:
“Coin failed to acquire a virtual machine.”

If you see this, it's safe to restage your change.

The CI team is actively working on a fix. However, it may take some time, as there doesn't appear to be a straightforward solution.
