[Development] Staging restricted on qt/qt5 dev branch

Hi,

Due to the approaching Qt 6.11 platform&module freeze (21-Nov) and the amount of qt5 changes to be integrated, staging to qt/qt5 dev branch has been restricted. Staging will happen in a coordinated way. Please contact me via email if you need your already approved qt5 change to be staged.
