[Development] Upcoming bugreports migration to cloud (21.11. - 23.11.2025)

Hi all,

Since we doubtless have lots of links from our wiki to the old
bugreports, I thought "maybe we need a wiki template for those anyway"
and went to see if one exists already.  It does - thanks to Tim Jenssen
about six years ago - and is called {{Issue|...}} - you use it like
{{Issue|QTBUG-37291}} and it automagically inserts the correct prefix
and turns it into a sensible-looking link to the ticket.

So I have updated that template to use the new site's links.

That might break some old links, to issues in projects that haven't
migrated to the new cloud Jira, so I have created another template,
{{OldJira|...}}, for use in links to the old server, now retained
read-only at bugreports-test.qt.io.

I encourage folk to use these templates rather than hand-coding direct
links to bug reports.  They're easier to type and can all be redirected
by a single edit if and when the relevant servers ever move again.

Direct links to old issues should still work - bugreports.qt.io does
redirect correctly - but it is cleaner to use templates for this sort of
thing,
