[Development] Requesting a platform freeze exception for Qt OpenAPI

Hi,

I'd like to ask for an exception for provisioning changes for the new Qt OpenAPI module.
These provisioning changes enable testing this module on Windows, so it's important to have them in Qt 6.11.
